Clarification ESTA Bans Commencing 27 April

Dear Members, Please see further clarification on bans that commence Saturday 27th April:

2.         An indefinite ban on processing all Non-Emergency Patient Transport requests unless lodged via telephone. Processing NEPT requests is banned only where requests are not made by telephone. Requests lodged by fax or email for instance are banned.

4.         Employees will undertake stoppages to the performance of duties – other than activities related to Emergency response – to wear or display union campaign materials and union campaign clothing at work including materials and clothing displaying union slogans and insignia for an unlimited     duration. – Uniform ban – requires nothing further

5.         Employees will not perform duties – other than activities related to emergency response – if issued with a direction to remove union campaign materials and union campaign clothing at work including materials and clothing displaying union slogans and insignia  other than activities related to         emergency response. – Uniform ban – requires nothing further

7.         Employees will not perform duties – other than activities related to emergency response – if issued with a direction to remove non-prescribed uniform. – Uniform ban – requires nothing further

8.         Employees will undertake stoppages to the performance of duties – other than activities related to emergency response – to not comply with Control Room Protocols. In particular employees will not comply with the protocol regarding taking photographs on the control room floor – provided that             there is no image included of active Computer Aided Dispatch screens, personal or LEAP data. – employees can take photos whilst at work which illustrate lack of staff or of the wallboards showing calls waiting and/or number of Agents logged in. Individual personal details will not be published.  YOU MUST NOT INCLUDE CAD OR LEAP

9.         Employees will undertake stoppages to the performance of duties – other than activities related to emergency response- to publish information on Social Media relating to enterprise bargaining      issues, industrial issues, & conditions of employment for ESTA operational staff. – please liaise with your Union Rep to ensure we send consistent messages

10.        Employees will undertake stoppages to the performance of duties – other than activities related to emergency response- to participate in an unlimited number of briefings and interviews over an unlimited duration to the media, politicians and the public regarding enterprise bargaining issues, industrial issues & conditions of employment for ESTA operational staff. . – please liaise with your Union Rep to ensure we send consistent messages

11.        An indefinite ban by Employees referring ambulance estimated time of arrival calls to the Ambulance Victoria Duty Manager. When the caller is insistent employees will refer all Ambulance Victoria estimated time of arrival calls to another Ambulance Victoria or ESTA manager. ETA’s will still be provided, however callers will be referred to employees who are not covered by the Industrial Action (i.e. above the rank of Team Leader) When a caller requests ETA, the call will be transferred.

13.        An indefinite ban by Employees participating in or conducting training apart from return to work courses for Call Takers & Dispatchers. The training ban covers formal monitoring and coaching, however excludes formal processes for performance improvement. Consolidation still occurs.

15.        An indefinite ban by team leaders participating in or conducting any process relating to employee misconduct & disciplinary matters. – this is not carte blanche to do what you want!! I’m sure the ACMs will enforce ESTAs discipline policy.

19.        An indefinite ban by Employees to logout when leaving their terminal. Not Ready or After Call Work function will be utilised.

20.        An indefinite ban by Employees using the ESTA email system, excluding the sending and receiving of union material.

21.        Employees will undertake stoppages to the performance of duties – other than activities related to emergency response – where employees will set up an automated out of office reply function on their ESTA email which will state the following: “This email has not been read and will not be responded to because I am taking protected industrial action in support of a fair enterprise agreement for ESTA operational employees. We answer the Victorian community’s calls for help every day, it’s time someone listens to us and ESTA treat their employees with the respect we deserve and agree to fair terms and conditions of employment”.

23.        An indefinite ban by Employees using or updating the workforce management system.

24.        An indefinite ban by Employees to accurately report or record event types. On receipt of an “under control” and/or “stop” word back fire radio dispatchers will re-enter all event types as type 624 in the Computer Aided Dispatch system  – This ban relates to Fire only.

  1. Employees will undertake stoppages to the performance of duties – other than activities related to emergency response – to use the Country Fire Authority non-emergency circuit of the emergency alerting pager system to send campaign and/or industrial messages.


27.
        An indefinite ban by Employees to undertake reception duties.

28.        An indefinite ban by Employees to open and close front and/or rear gates.

31.        An indefinite ban by Employees to record or select specific or accurate call source codes. Employees will record/select a generic/randomized call source code or no call source code.

36.        An indefinite ban by Employees to change status of crews. This relates to the status of ESO field crews in all services. This ban does not relate to change of operational crews.

37.        An indefinite ban by Employees using the “create” function when a call is taken. Instead the call taker will be able to use a create function prior to the call being taken.

39.        An indefinite ban by Employees using the attempt to dispatch and/or no nearby units function.

40.        An indefinite ban by Employees to tick the ‘significant’ box. This ban relates to the significant box in Fire system.

41.        An indefinite ban by Employees to dispatch an event to the Fire Services Communications Controller or Rostered Duty Officer pneumonic.

42.        An indefinite ban by Employees recording the arrival status of Metropolitan Fire and Emergency Services Board, Country Fire Authority and/or State Emergency Services appliances.

46.        An indefinite ban by Employees to utilize the telephone for non-urgent purposes when performing the dispatch role. Police Dispatchers must still call AV and any other Agency when lives may be in danger (METROL, CITYLINK, etc). Any other request to be referred to the Team Leader/ACM or PCLO

47.        An indefinite ban by employees duplicating and cancelling events. This relates to all services

48.        An indefinite ban by Employees creating an impound event.  This relates to creating the CAD event only, although the ordering of the tow is covered by Ban 46.

49.        An indefinite ban by Employees arranging move ups and or step ups. ESTA will not arrange move ups or step ups themselves. Any direction from an ESO representative to move up or step up an appliance will be complied with and actioned on CAD.

50.        An indefinite ban by Employees conducting regular reboots of Computer Aided Dispatch terminals.

51.        An indefinite ban by Employees taking their breaks at the assigned times. Employees will work out amongst themselves who takes which breaks. Employees will not swap breaks between services or SECCs. Breaks will be within the usual parameters that already exist.

52.        An indefinite ban by Employees sitting at assigned work stations. Employees will work out amongst themselves which work stations they work at. No channel will be left uncovered.

53.        An indefinite ban by Employees working on channels as specified in the roster. Employees will work out amongst themselves who works on which channel. Dispatchers will not swap channels between SECC’s, nor will they swap between skill sets.

54.        An indefinite ban by Employees to complete test alarms from ADT.

55.        An indefinite ban by employees to utilise the paging system to notify Metropolitan Fire Brigade employees of the Commander Recall list.
