BRANCH PRESIDENT Neil Crabb
Neil Crabb has been the Branch President for the past three
years. Prior to that he had been Treasurer and a Committee
of Management member for several years.
He has worked in a number of positions in Telstra in
drafting, materials and external plant. | |

1918
The EPOA was formerly the Line Inspectors Association (LIA). The
LIA was first registered in 1918.
1930
The TTOA was formerly the Senior Technicians Association (STA).
The STA was first registered in 1930.
1980
The LIA was renamed as the External Plant Officers Association
on 15th February 1980.
1991
The TOA was formed from an amalgamation of the External Plant
Officers Association (EPOA) and the Telecommunications
Technical Officers Association (TTOA). The amalgamation occurred
on the 1st August 1991
1992
The TOA Branch came into being on the 3rd November 1992, this
being the date of amalgamation of TOA and CWU.
1994
On 1st August 94 CWU amalgamated with EPU to form the CEPU
TOA CWU AMALGAMATION AGREEMENT
Prior to amalgamation, the TOA and CWU reached agreement of the scheme of amalgamation. There were a series of discussions prior to the agreement. The final agreement is set out in the paper The TOA, ATEA/ATPOA and the APTU have met on a number of occasions to discuss the possibility of amalgamation.
In particular discussion centered on the accommodation and role of TOA within the new industry union, commonly referred to as the Communication Workers Union. This proposal sets out the position between ATEA/ATPOA, APTU and TOA. Any final version would be subject to ratification by the unions concerned.
1. TOA BRANCH.
(a) A TOA Branch be formed at National level to service the needs
of TOA membership. The structure and organisation will be subject
to review from time to time.
(b) This Branch to be responsible for matters pertaining
specifically to TOA membership.
(c) This Branch will provide regular newsletters directly to TOA
Branch members in the field, co-ordinated as far as possible with
other union publications.
(d) Officials/Industrial Officers from the TOA will continue to
meet regularly with TOA members on a State by State basis. State
Branch Secretaries of the new union will co-ordinate such visits.
2. REPRESENTATION
(a) The TOA will have positions on the new union National
Conference (1) and National Executive (1) in accordance with the
rules applying to Branches.
(b) The TOA National Council will become the TOA Branch Committee
of Management.
(c) Further discussion is to take place on the inter-relationship
between the TOA Branch and other Branches to ensure that
duplication of effort is avoided and that optimum service is
afforded to all members. Also a position on the new Union State
Administration Committee will be created.
(d) The ATEA/ATPOA may propose special rules to allow fees to be
paid through the state branches of the new organisation. The TOA
had no in principle objection to this.
3. STAFFING.
(a) One position be created for Dan Dwyer in the new union.
There will be no loss of existing entitlements. Existing
arrangements will remain with Mr Dwyer continuing to be located
in Sydney.
(b) Mr Dwyer be employed basically to attend to TOA matters or
other duties at the request of the new union's National Secretary
and National President.
(c) Existing TOA clerical staff to be employed by the new union
with no loss of existing entitlements.
4. INDUSTRIAL MATTERS.
The Branch be industrially autonomous to the extent that:-
(a) The TOA Branch members will be bound by National Executive
decisions regarding industrial actions.
(b) The involvement of TOA Branch members in local or individual
State industrial activity will be determined on a case by case
consideration by the National Executive when requested by another
Branch initiating such industrial actions.
(c) Where the National Executive has approved industrial action
initiated by the TOA Branch, other Branches will ensure co-
operation.
(d) Where the National Executive has approved industrial action
initiated by any State Branch, the TOA Branch will ensure co-
operation
(e) At all times, all Branch members will respect any bans
applied by other Branches in accordance with normal Industrial
practices in unions.
5. BRANCH MEMBERSHIP
(a) The TOA Branch will generally be able to accept new members
within their eligibility rule as it stands at the date of
amalgamation and;
(b) Notwithstanding para (a) TOA Branch will not accept new
members below the level of PTTO1 in the internal plant technical
officer structure and;
(c) All applications to join the TOA Branch shall be advised to
the appropriate ATEA/ATPOA or APTU Branch before acceptance. The
TOA Branch will respect any recommendation of the ATEA/ATPOA or
APTU Branch to defer or reject such acceptance.
